True, there are some people who don't study what users want and who don't care what makes users feel most comfortable, who decide that users will have to make do with a limited, basic functionality.
Users who want to keep their jobs will go along, even avoid arguing with the boss. But they'll know their freedom to use what they want has been taken away by a cheapskate. And as they try to figure out how to solve problems they never needed to solve before, they'll remember and resent.

So, yes, you're right. Microsoft does provide what people want, because that's their biggest priority.

[And if you disagree, please show how you have any more information than I do. Conclusions without facts are fun, but they can't be supported or refuted.]
