This does not sound right
First, I doubt any of the large search engines are using simple term matching. I remember that technology in the early 90s and it was bad. However, considering bag of words, bag of sentences or even some kind of data structure built to classify the semantics of documents would still need to be indexed for rapid access. As far as the personalization aspect goes, academic and industry research has been working on that for a long time.

I think this article tries to make search engines sound further behind than they actually are and Microsoft further ahead than it actually is.
