Most people don't have the imagination to judge the morality of their creations. Why? Because they are up against the imaginations of everyone else who comes to use the product. The cell phone was a good example. It has been used to stabilize the prices of fish in some third world markets (long story from The Economist), and it is used to help criminals remain anonymous. I'm sure people have used programming languages for evil programming. Does this make the language developer a bad person? If the creator imagined the abuse, and possibly built it for the purpose of the evil deeds, yes. It's a simple application of Kant's categorical imperative.
