The US found the atomic bomb years before any other country would have. The Germans were on the wrong track and the Russians needed a great deal of help from espionage.

Truman didn't know about the spies, and he had to think about a situation in which he had uncontested power to destroy large portions of another country instantaneously. Like the decision to bomb Japan, by a matter of degree that's a disproportionate power which hasn't been available to anyone else in history, and may never be available again.

Imagine if Stalin had found the bomb first... Imagine that people were grateful Stalin was assisted to obtain the atomic bomb because Truman had too much power. Like the woman who swallowed the fly, some cures are far worse than the disease.

Anyway, the point is that who finds an idea first and what he chooses to do with it can be highly significant issues.
