Not much news, but what's Monti doing?
As IT_User has already commented, this is only the Commission (Monti et al) suspending its decsion while the judge decides whether or not to suspend during the entire appeal process. This is not very significant.

It's worth wondering, though, why Monti decided to take that step. The Chief Judge could have made that decision himself. Monti intervened instead, making it unnecessary for the Judge to act.
Maybe it's only Monti showing command and control. Maybe it's a ploy so that the Judge doesn't get used to the idea of suspending the penalty.
Or maybe Monti was afraid that the action by the Judge would apparently confirm the quality of Microsoft's case.
All speculation, but I'm thinking it's the first reason mentioned: Monti wanting to show who's in charge.

Definitely does mean we'll have to wait awhile for some real news.

By the way, IT_User did get one thing wrong: it's unarguable that the Monti operating system, if it comes out without media capabilities, will create problems for any 3rd party program using the capabilities.
It's also true that once Microsoft makes available its proprietary IP, the information can't become secret again.
So not all of Microsoft's claims are overstated. It's arguable whether these are the right penalties, and how valuable the information/capabilities are, but I think it's reasonable to say that once the penalties go into effect they can't be undone easily.
