No_Ax...do you honestly have a clue?
The amount of money, time, and resources that need to be spent to "catch" a P2P pirate/thief/whatever is going to be MUCH more than a hundred dollars. First your idea of attorney's fees are messed up. One hour from an attorney is more like $175-200 on average. Well, you will first have to prove beyond a reasonable doubt that someone is pirating. This will involve police, warrants, and other things. Imagine all the people involved in getting a warrant pushed through to allow the police (which never travel alone into someone's home...so you have minimum of two salaries) plus the judge, the prosecuter, etc,etc...
No...it will cost tax payers millions and millions of dollars just to catch a few hundred thousand dollars in "damages." Then you must take into consideration that the average P2P person is some stupid little teenager...how long do you think America will stand by and watch the government actively hunting down kids?

The RIAA did their little thing to make examples in hopes it would scare others away, but they will never EVER be able to catch and prosecute everyone.

The government will have a harder time since they are not a private orginaization. I already know that if they brought me to court (if I did pirate stuff...which I don't anymore) they dang well would need a TON of proof against me...because if all they have is paper information from an ISP...I would be all over them to the point my case would be thrown out of court. Considering how easy it is to spoof IP addresses, hijack other computers, etc...they would have to prove beyond any chance that it wasn't someone else using my PC without my knowledge or spoofing my information...something they could not really do successfully.

Not only that, but if they provide the "material" for download it brings into question entrapment. There are so many flaws in this pathetic attempt to scare the common person it is simply amazing.
