Actually this is all very simple
Most senior UK politions know NOTHING about IT, and will basically rely on what they know i.e. they have a MS Windows PC in their office, and that nice Mr Gates stops by now and then to give them the benefit of his knowledge (He dropped in on Blair quite frequently and was asked to help with a number of UK gov. initiatives).

Tony Blair was on record as saying he knows nothing about computers, and I once worked for someone who went on to be a senior UK Government advisor for IT; I was forever helping him with his Windows laptop.

If you say Mac or Linux to any of these guys you would go totally over their heads, to them MS Windows IS a computer, full stop.

Linux is beginning to be used heavily for large scale Government projects in the UK (and yes I have worked on a few) but thats mainly due to this work being outsourced to large suppliers who know what they are doing, and have the skills. The average civil servent will just say "ok we need a high volume nationally available database, can we use Access?". sigh, welcome to my hell!!
