err Microsoft are the market leaders
No one is bribing anyone, a lot of public bodies in the UK have used open source threat to get MS to lower its prices.

The fact is MS owns 90-95% of the market and until someone comes up with something that is not merely an alternative but something far superior it will continue to.

The fact is without an extremely good reason any public body should go for the market leader, they arent given funds public funds to game
