How it should be implemented
The user should be prompted with a dialog box like this:


"The page http://popups.com/main.html wants to open an additional window on your desktop onto http://popups.com/popup1.html .

Do you want to

o Always allow new windows
o Never allow new windows
* Allow this new window
o Load the content in the existing window instead

* When requested by an existing window at http://popups.com/
o When the new window content comes from http://popups.com/
o For all Web addresses

* Today
o Whenever I use the computer"

- where "*" are the default selections.

The control panel for this, if the user has selected "Always" or "Never", probably should be on the existing "Internet options - Content" page.

There could also be one-click buttons for the most common choices that you'd do ten times a minute... maybe I need to think more about the interface.
