You mean a 4,096 CPU cluster doesn't have 4,096 users who need IE?
Why would they need to remove IE, who knows which one of the 4,096 desktops the single "super user" sits down at today?

The furniture bill alone to hold up the monitors is going to put them right out of the marketplace, or like you suggest, they could remove the cruft but how does that look to the watchdogs who have been demanding it?
