Manufacturers want to customize the kernel themselves.
The do not want Billy and Stevie leading them around by the ding-a-ling telling them how and when the kernel will work. Imagine waiting 6 months for a kernal change, then paying Microsoft for it on all future versions.

And, let us not forget that Microsoft said they could NOT remove IE, IIS, Media Player. Are they going to magically figure out how to remove them now????
