- Question about Germany and copy protections

I've read two facts that might be connected.
First, German CD sales are way down.
Naturally, this is blamed on piracy by companies lobbying for the right to control consumers. I don't know what the actual impact is. In the US, file sharing has had no impact on sales, but Germany may be different.
Second, as the article says, DRM protections are being eliminated in Germany. The article does mention the unpopularity of this approach.
So, my question is, did the recording company(ies) recognize that DRM was reducing sales in Germany, and stop the DRM for that reason?
