I hadn't heard anything about this, but there must be more information than what is given here. Some part of his operation must have had roots in the u.s., either in the form of one of the servers he used to route the spam, or some other form of his business. If his business was based ENTIRELY within Canada's borders, they wouldn't have been able to file a suit against him in US court and put enough pressure on him to reach a settlement (he wasn't convicted, he settled). They would have had to file a suit in the Canadian courts (where these laws don't exist) if his business was operating entirely within their jurisdiction, so there is something else to this story.
