Laws can't work, don't be stupid
Scenario, the U.S. passes all sorts of laws making spam, spyware, etc, illegal. Yay yay, the politicians get re-elected for passing stupid-waste-of-time-useless laws.

Next, Joe Spyware writer just moves to Mexico, or Canada, or another country without these stupid laws. Now he makes new spyware, and releases it to infect your PC and steal your information. Next he compiles that information and sells it back to any of a number of business located in the US.

What can you do about that??? Absolutely Nothing. Nothing he did is illegal, as Mexico or Canada do not recognize those laws, and since he isn't within US jurisdiction, and his site etc, isn't within US jurisdiction, the US has no say in the matter. They can beg for extradition (which won't happen), and even if they did get him, they wouldn't be able to get any kind of a conviction (how many virus writers have been successfully CONVICTED in this country (not plead out or had their cases dropped). Also, civil judgements would be useless as he's a citizen of another country. Laws can't stop the problem, if they think they will, you need to crawl out from under your shell and realize that the world consists of more than just the US.

Laws won't help the problem, they'll just move all the "dirtywork" from being done inside the US, so that it is done outside of the government's jurisdictional borders.
