In addition to what you point out, there is another extremely dangerous aspect to this. Suppose that I go out and buy a DVD burner and make copies fo my own DVDs for my own use-- i.e., do absolutely nothing that is illegal. Since I own a DVD burner, which presumably is capable of "inducement", I get arrested. What gets reported on the news? "Martin was arrested under the INCLUDE law, which is designed to combat child pornography." Just like that, my good name is associated with child pornography, when all I did was make myself a copy of my own Star Trek 2 DVD.

Orrin Hatch is becoming stupider and stupider. I can't even begin to say how much I despise that fact that he is a Republican and is my senator. I remember when Republican was actually considered to be the opposite of communist.
