Come on ShadeTree.
The success part for OSS was that they beat MS in getting the deal. Even though MS cost less after all those discounts. That is a really big deal!!!

Also, so far it has been in the planning stage. Initially, there were rough estimates that the powers_that_be liked. With those estimates, they choose to pursue the Linux path and get a more accurate number for the cost.

During this time, they found out the third party vendors were very illiterate when it came to open source. They also found out it would cost more than the initial estimates. The MS crowd hollered and laughed at Munich and open source. Many predicted that Munich would just give up. There was so much flaming going on: OSS sucks, OSS costs more, blah, blah, blah...

Now, they finally made a decision to move with it counter to many that said Munich will scrap the plans and crawl back to MS. You have a gigantic entity saying it will use what was considered "unprofessional and crude " in place of a commercial, "professional, high grade," already in place, and already trained for software. It is a big deal or at the least, it is something!

Even thought it will cost so much, and take so long, for whatever reason, Munich finds it worth it. And at the end of a long day, that is all that matters.
