Let's send just one spyware programmer to prison

... and then film a reality show based on his adventures in the can. It would be my favorite show, and I can pretty much guarantee that all the other filthy little spyware makers (who just LOVE writing crap that infests our systems and makes sure it absolutely cannot ever be uninstalled or eradicated thanks to their disgusting efforts) who watch it will resign from the field immediately. Think about it. Mr. Scummy Spywareman is introduced to his leering tattooed 400 lb roommate, Bad Bubba Brown. Mr. Scummy Spywareman is put on work detail in his orange jumpsuit trying desperately to lift heavy buckets of wet laundry while a prison guard screams oaths in his face and waves a nightstick at him. Mr. Scummy Spywareman is shoved and elbowed out of the lunch line as he waits for his roach-ridden meal, and goes to bed hungry. Mr. Scummy Spywareman struggles to act tough as he tells remorseless rapists and murderers just what he did to get thrown in the slammer.

Though the show's following might consist mostly of us fed-up administrators tired of the infantile shenanigans we have to endure thanks to spyware, I think it would win some Emmys.
