Offshoring won't save them...
Unless I've missed something.
There's an equal chance that the company that offshores the 'save the company' initiative will fail anyway.

Offshoring decouples the developers and the business users.
The less coupling requires more management which increases the risks and utimately leaves the corporation without direct control and knowledge of the software that runs their business.

But in reality offshoring is a bit political at the moment.
All announcements are tailored for Wall Street.
Consumers do not benefit if the CxO's keep the money saved, if any.
If the project fails do not expect a second press announcement or for the CxO's to return the bonus.
