Training LCC workers... bad
You decide to offshore. You send your skilled people to train the LCC workers to do your company's specific area of expertise. The LCC workers learn it and eventually become very proficient at it. A LCC group with money hires those workers to compete against you and since they have lower MANAGEMENT costs and the same worker cost, they have the same product for less money. Where did that get you?

Reminds me of the USA teaching Japan how to build robots to make cars and then finding the Japanese doing better than the USA at car buildling.

I can't see how you can stop offshoring of low-tech jobs like Southwestern Bell's DSL support (hi, its your fault, we can't do anything for you) but for high tech stuff, consider what really stops those workers you are training from competing against you with what you taught them.
