Since when MPEG-2 is video editing standard???
The author confuses authoring with video editing. There is even more steps to it, but apparently the author does not have required expertise.

MPEG-2 is output format of video editing, but only home and poor quality video editing suites use MPEG-2 on the stage of video editing.

DV format can be considered video editing standard rather than MPEG-2.

Also AVI and MOV that can rely on DV are more standard of todays video editing at home than MPEG-2

Video authoring is only next step AFTER video editing, but apparently author of the article has never done even that at least at home.

Good luck
