The government just DOES NOT get it. You don't have to be laid off DIRECTLY due to offshoring to be laid off BECAUSE of offshoring. If I (as an IT worker) lose my job because of offshoring, you (as a factory worker, or carpenter, or whatever) lose YOUR job, because I no longer buy your products or services, because I'm not working. No industry is safe from offshoring, because of the domino effect.
