Of course, the problem would be...
...getting enough landlords and mortgage bankers to require said cameras. I would imagine it would take a lot of convincing and an even larger amount of money).

While I don't like the commercial trading of personal information either, like adware even less, and favor banning both, this is not even close to being on the same order as the sort of state-sponsored survellance that people in many parts of the world endure on a regular basis.
