They have to be kidding
themslves if Comcast and the other ISPs think that this is even a partial solution. All the spammers have to do, and I suspect that they have already done it, is write a tiny bit of code, maybe 15 minutes worth, which will cause their program to hunt for an open port and then spew their filth all over the place just like before.

What the authorities SHOULD do is track the perps down, execute a few of them on international TV and watch the spam rate drop like a rock.
