Both Xandros and Red Hat DO offer free downloads!
Many are under the impression that Red Hat Enterprise Linux is not available for free download. But that is not correct. Red Hat, in complete compliance with the GPL makes their Enterprise product (GPL portions) freely available from their ftp server: ftp://ftp.redhat.com/pub/redhat/linux/enterprise/3/en/os/i386/SRPMS/
Of course these are the source packages. The GPL makes no requirements that vendors release binaries or install ISOs, only that they make the source freely available.
