Odd, that's not what the GPL says

And I quoted from the GPL 2b under TERMS AND CONDITIONS FOR COPYING, DISTRIBUTION AND MODIFICATION (http://www.gnu.org/copyleft/gpl.html)

b) You must cause any work that you distribute or publish, that in whole or in part contains or is derived from the Program or any part thereof, to be licensed as a whole at no charge to all third parties under the terms of this License.

What part of the "to be licensed as a whole at no charge to all third parties" does it says that I have to pay ? Yes, the GPL specifically says that as a distributer, they can charge a fee (distro fee) for it if they wanted, but 2b here specifically says that they cannot charge me a license fee.
