Code on CVS has official maintainer(s)
Any improvement can be submitted by anyone to a maintainer (via e-mail or newsgroup), but in order for it to be uploaded on the official CVS tree only the maintainer has access to do so. Kind of like an anonymous FTP site, you can download but you can't upload without access.

Of course if the maintainer rejects your code and you really want it in there that badly, you can always set up your own forked CVS tree somewhere else. But it is just that, a forked CVS tree, not the official one.
