If you have access....
If you have access and the software contains vulnerabilities then you can exploit it in ways that were not intended. Your contention that you should only allow people to VPN in besides being suggested by the story will do little to safeguard the situation. As long as the software resides on the Internet it is available for exploit. Since Open Source encourages contributions from the community how do you screen who is contibuting? How do you keep those that shouldn't have access from contributing?
