Because you said...
"The price that we pay for Vista here in the U.S. is more than a bargain if you look at the functions of Vista and the included applications."

So, if they're making it so much cheaper in China, why? Are they cutting out all the goodies, or are the US and EU customers for Vista being ripped off?
