It is the Play Book for a Boston Tea Party
Just a few hundred years ago the East India Trading Company used political operatives to get a tax removed. They then reduced the price of tea they sold to the colonies even beyond the tax savings in order to economically harm those they called tea smugglers.

Best I can tell, the founders of the USA were borderline on the smuggling charge. They had fingered out that the Dutch could provide tea without paying a tax to England. The East India Trading Company believed they had PURCHASED a monopoly on tea sold in the USA from the King of England.

Bottom line - a monopoly caused an uprising that lead to a war with England, when seriously there was not that much dissatisfaction.

I suggest that the USA impose a tax on Microsoft in the cause of good China relations that increases the price of Vista in China. This kind of thing, which is called often called product dumping, threaten sales of goods like planes and commerce among nations. It literally is the reason wars are fought.
