No guess to it.
You can't guarantee ANY amount of compression with a lossless compression format. It is completely data dependent.

Most people don't realize this but if take the premise that a picture could contain anything including completely random data, there are in existence optimal methods for lossless encoding. While there may be improvements to the way the algorithms are implemented there are not any real improvements to the algorithms themselves. This can actually be formally proved.

So there are no great improvements to lossless compression waiting out there.
