The current jpeg allows you to adjust compression ratios (lossy). With this new addition you still have that capability but you also have a mode that is lossless. The compression won't be near as good in that case. The "half the size" of current jpeg and 2-3 times the color depth" only applies when using lossy compression.

Given that an image can contain anything even random information, it is not possible to guarantee any compression at all with lossless compression. The amount of compression is totally dependent on the data.
