Definitely bad editing.
I have to agree with your assessment Spin Masterz. Accuracy would have been on the side of "StarOffice is based on an earlier version of OpenOffice.org, but adds a proprietary database product to the Libre package." That statement would be clearer because the current development version of OpenOffice exhibits features not found in the current StarOffice. One wonders whether the author was unclued about the relationship between the two packages or whether the editor let the statement slide? I'm on the side of the writer's lack of knowledge. Oftentimes they don't ask an expert in OSS to fact check their guesstimations.
