"Ok, so the red hat Fedora has it, which is a good thing, but what about the hundreds of other linux distros out there? Or even just the few other major distros? SuSE? Mandrake? Debian? Or how about just Red Hat enterprise? No, none of them have it yet."

It's not a distribution feature/package, it's a kernel patch available for download right now. Any end user or any distro producer can download it and incorporate it. In essence everyone can have it if they wish to.
