Yes, the Linux process is better and more open.
But to be fair, Microsoft might already be testing a kernel that supports NX, so we are really arguing if it should be tested in private or public. The real test will be if we can get a comercial distributions like Red Hat released before Microsoft releases a version of Windows with NX. That might be tough since Red Hat will not realease a version with the 2.6 kernel (other than Fedora) until next year. Well, that said, what Microsoft releases as final versions are at best betas.
