Once again MS railing at an enemy she can not control....
Tax revenue...Well I've never known a government that had trouble finding new ways to generate tax revenue.

Investment. Seems that if a buisness and a government is not spending monies of revenue and is in greater control of it's IT. Then perhaps both will find revenue other wise spent to invest in other area's.

Brazil is not alone in using/developing Linux/Open Source solutions...If they were then I might hesitate. However many nations including the United States and economic giants like India, China, Germany and others have pools of Linux/Open Source development going on.

So perhaps industries in China, India, Germany and others might find Brazil a friendly environment for investment?
