WordPress mistake
Matt Mullenweg isn't a programmer. He's a musician. He hacked up the old b2/cafelog blog software, and made WordPress with his limited knowledge of PHP 4.
When he says look at what makes PHP 4 popular, he's pointing to a lot of the things that are bad for the language. Most of the changes in PHP 5 from version 4 are major improvements to the language, and the ability use PHP for programming tasks. On top of that, most of the changes necessary to upgrade a PHP 4 application can be solved with a batch find/replace on the syntax (the kind that most PHP 4 programmers tend to write anyway -- not all).
I found nothing difficult at all about transitioning to PHP 5, but did find that my programming skills were sharpened. WordPress and every other user of PHP 4 has had 3 years to catch up -- more than enough time. Anyone who cries that PHP 4 should still be considered viable is really crying about their lack of motivation or skill in moving to PHP 5.
