It's all BSD and GPL 2.0 only
There are SRV-5 utilities and also BSD-licensed utilities in the basic set. The GNU SDK and GNU Utilities are separate out, as is one directory that contains LGPL-licensed library code. All of th GNU-licensed material comes with custom installation options, not by default installation. This is explained in the install.htm page that is in the root of the distro.

After downloading the files (197MB .exe self-installer for Vista x86), I checked the licenses and all of the GNU components are under GPL 2.0. Someone can redistribute those under 3.0, but that doesn't back-obligate Microsoft for this distribution.
