maybe they feel $13Mil is better than control over $0
they get cash plus shares if they are ever worth something and a huge investment loss in exchange for giving up control and the right to own assets if the ship goes down. If there are no assets, and the ship is already half sunk ... it might make sense, least they can invest what's left somewhere it might do some good!
