It's always been that way Donnie.
As you have pointed out with your vast knowledge of everything in the world and how it is and should be, nobody uses formatting in their documents. Therefore all documents created in Word, for example, can be archived as text documents or even rtf documents, which in the case of text, is as open as you can get and otherwise can be read by most text editors in the world.
