i have heard a story, a while ago, about a german goverment switching their entire desktop software to SuSe Linux.
Of course there are issues of training the users and paying some more for the administrators of the system, but you have an open and clean system, which brings down the costs on licensing.
this kind of move will require a well-organized and adequate IT team.
