You need to make a distinction
between versions of Windows (OEM,retail,corporate)before you make such a blanket statement.
OEM licenses cannot be moved to a new machine PERIOD.
Retail versions can ,provided you remove them from the original HW.
Corporate can be moved as many times to different HW as you like.
You just need to keep track of licensing.
