No, with the GPL2 or newer clause, you can release under EITHER the GPL2 or
GPL 3. And under the GPL4 when and if it ever arrives.

But, some projects will CHOOSE to move to GPL3, and all new development and bug fixes will be done under the terms "GPL3 or newer", and the project will effectively become GPL3 for all intents and purposes, though anybody would be free to use and extend older version and release under GPL2.

Some projects might be happy to continue under GPL2 or newer, thus giving the option of combining GPL2 only code.

Other project that have mixed contributions that are GPL2 only and GPL2 or newer (like the Linux kernel), will not be able to release under GPL3 until all of the GPL2 only people have either agreed, or their code has been re-written.

There are undoubtedly many projects that will remain GPL2 only for the foreseeable future.
