You can simply download it from the site. And, this will not have an immediate impact, rather a HUGE long term impact. Microsoft is in an all out war to reduce the spread of open source software and protect their business model that generates billions in revenues every month. GPLed software will have huge impacts on the economy going forward, reducing expenses for for software and greatly improving quality. This may not be good for the status quo companies that want to sell over priced buggy software, but will be a huge boost to the economy as a whole, and innovation and quality increases and prices for software fall dramatically.

This may not be big for individual customers, but the ramifications of the GPL3 will be huge.
