Not seconding ME's nomination
A friend has had Windows ME for a couple of years now. Replaced Win95, complete install. Antique hardware, as you can guess, and attempting to run programs too new for the machine.

It works.

As well as any Win95 kernel device can run, anyway. There's as much RAM as it will take. Still freezes, mostly because of resources. The processor is not afraid of hard work.

Anyway, given ME's performance in the circumstances, I can't nominate it for worst.
