Between IE 3 and 6...
...yes, there were some improvements.

Between IE4 and IE6, nope (mind you that IE4 came out almost 7 years ago). Nothing significant other than security updates. The interface is still the same, and the very few features added on have more direct impact to the content owners than they do to the end users.

And as far as those free add-ons for popup blocking and tabbed browsing, the FREE ones anyway, in my experience wind up adding more spyware and creating more popups than having nothing. And the non-free ones, well you have to pay for them (duh!). So yes, having a browser itself offer the option for tabbed browsing and popup blocking without third party software is indeed a big deal.
