There is no restriction on running Vista Home Basic or Premium in a VM. You may activate a license only once and if that is in a VM you are "Genuine". Read the EULA because that's what it says very clearly. Oh, and check with Ed Bott next time because he's already said as much http://blogs.zdnet.com/Bott/?p=157
Whatever Microsoft says or "clarifies" outside of the EULA is irrelevant as it has no legal standing.
