Microsoft, remember, is working its way up from smaller businesses.
A company with an experienced staff which already knew Unix when Linux showed up isn't going to need as much support.
If I were setting strategy for Microsoft, my test cases would revolve around businesses of the sort I'm already selling to or can expect to sell to in the near future, before the campaign has faded into memory.
A place with a large staff of "competent *nix admin[s]" is probably not their best chance.
