And medium and enterprise scenarios used in the
study won't have an IT support budget? It is not as if
windows is without the need for support staff (OK their
training but be limited to rebooting:-).

Community support for Debian in particular is excellent.
But any competent *nix admin would be able to take ssh
from source, recompile and install. It's a no-brainer to keep
these packages up-to-date even when not using
community supplied package updates.

The larger the enterprise the larger the savings using one
of these non-subscription based distributions. Just don't
forget to scribe to the security lists of the exposed tools for
vulnerability notices and patches.
