You know what is cheapest????
Use a mixed environment, make everything cross platform, or at least make sure that work to change platforms is minimal. Make sure that at least 5% of your desktops are on Linux. Then, when it comes time to renew those Microsoft Licences, you will have a pair of pliers to use on Microsoft's nuts. Just keep squeezing and watch the prices fall.

"Oh, you say you want how much to renew our Office Licences?? We will be switching another 10% to Linux if that is the best you can do."
