While this will NOT stop spam, it will absolutely kill spoofing. BUT that will immediately make spam vulnerable to tight regulation, since it will now be tracable back to specific ISPs. Western ISPs will be subject to legal action, ISPs in rogue nations will be subject to blacklisting. This will be a great leap forward in efforts to deal with spam. Finally!
